Oliver advises national and international companies, organisations, corporations and public sector bodies on public procurement and public commercial law, including all aspects of the privatisation of public services. He has extensive experience  providing legal support for public tendering procedures throughout the EU, both on the tenderer’s and the contracting authority’s side, as well as in complex approval procedures. He also has experience in compensation negotiations and in cooperation agreements within the healthcare sector.

Oliver also specialises in supporting legislative procedures, in matters relating to supervisory law and in providing advice on designing contracts in the context of the German Social Security Code (SGB V).

He has in-depth know-how of emergency and rescue services law and “Public Safety Authorities and Organisations” (BOS). He advises numerous government authorities, including regional and local authorities as well as statutory health insurance companies (GKV). His clients also include well-known national and international manufacturers of medical devices and pharmaceutical products.

After his legal studies and legal traineeship with a focus on European law in Cologne and Brussels, and employment, amongst others, with a University hospital and an international law firm. Prior to the establishment of ESCH BAHNER LISCH – since January 2007 – Oliver worked  for an international law firm. He is a member of the German Lawyers Association’s (DAV) working group on medical law and of the Public Procurement Forum and a lecturer at the Cologne University of Applied Sciences in the field of public procurement law/public commercial law.
